No, you're correct, per the information the Region released the intent was to keep the groups separate based on competitive level, not based on age. That allows for the greatest parity within each group as over time you end up playing against teams that are at approximately your level of play (regardless of age).
I guess the 16's team that made it to the finals last weekend in Pod 2 of the 17/18s will be playing in Pod 1 of the 17/18's next time, good for them. Unfortunately, the 2 teams that went 0-6 in the Pod 2 of the 17/18's group are stuck there and cannot move down to a more appropriate grouping of teams, not so great for them.

I don't understand why they would want the groups kept separate and the document I posted certainly did not state that as a goal. All the age groups included in Open should be able to freely move between the pods. If a 15's or 16's team is capable of completing with the 17's or 18's team then why not allow them to do so? The one team that "moved" up was only moved to "equalize" the top pods after Triangle dropped out, but there are other teams in the top "Lo" pod that should be given the same opportunity to play "up" against the teams in the bottom "Hi" pod. Those top teams in the "Lo" pod have no where to go and their experience is essentially limited to playing against less competitive teams. This certainly doesn't make Open seem like a more competitive option than simply playing in Gold regional tournament.

Agreed, this is only working out well for the teams in the middle of the pack. The top and bottom teams are stuck with nowhere to go due to the change in what was proposed to now keeping the 15/16s separate from the 17/18s. A statewide Platinum division would have worked out better, keeping the Gold and lower divisions divided East/West as they are now.
Oh well, let's hope for improvement next year. On that note, I will try to give our Club some feedback on how we feel this worked out this year.

Is there any word on whether the Open will become a thing of the past next year? From our view, it has not worked and the "rules" have been a moving target. Teams are not moving up a pod based upon the previous finish, results are not being updated, teams are out, teams are in, etc. This could have been a good thing if the Region would have enforced the rules and standards they set at the beginning.

I absolutely agree that the rules should have been enforced from the beginning. Had they been, things would have been much smoother. Nonetheless, as with all things, the first run is usually a little shaky, and you learn from your mistakes and move on. I personally feel that the potential for the format for Open this year shows much more practical potential than the format from last year that still carried over into this season on some levels.

Basically, the Region will probably poll the Open constituents and get a feel for their feedback. After that the thoughts will be put together and presented at the Junior Advisory Board meeting (usually some time in May). Then those suggestions can be voted on and taken to THE Board meeting later in the summer. And that's how a democratic republic works, folks;).
